The Client

The largest security agency in the federal government, responsible for securing the trustworthiness of the United States Government’s workforce, the integrity of its cleared contractor support, and the uncompromised nature of its technologies, services, and supply chains.

Client Challenge

The client needed to achieve efficiency by merging two legacy organizations. They required help to align the leadership from the two organizations on strategic goals, reengineer key business processes, define new organizational and workforce structures and roles, and improve the level of support to government customers. The client called upon Rockwood’s experience in organizational efficiency to drive progress.  

Rockwood’s Approach

Rockwood helped the client create organizational efficiencies through strategic planning, business process reengineering, digital automation, and workforce performance initiatives. Our approach included: 

  • Designed and executed a workforce efficiency analysis, known as a “Time in Motion Study,” which analyzed the time required for over 180 employees to complete tasks of varying complexity. This study informed the creation of a performance tracking tool.

  • Automated manual processes through the development of custom PowerBI dashboards, manpower trackers, activity trackers, and award trackers.

  • Established a data-driven productivity standard for a critical case management process.

  • Created a framework for the new organizational structure to expedite decision-making and eliminate redundancies.

  • Assessed and streamlined critical operational processes to expedite agency onboarding and offboarding, quality assurance of case processing, management of personnel, and allocation awards budget funding.  

  • Drafted, championed, and helped implement a governance charter with key roles and responsibilities to ensure the initiatives were delivered productively and with intended impact. 

  • Implemented policy-mandated reforms within the end-to-end adjudicative process to minimize redundancies and enable cross-agency collaboration and partnerships.

Results

Rockwood enabled the merger of two organizations to strengthen a critical national security mission, reducing administrative workload, focusing on priority objectives, and streamlining operations.

As a result, Rockwood enabled leadership to identify strengths in the system, pinpoint process improvement opportunities, and address training needs to improve output.

As a result of Rockwood’s efforts, this client has significantly improved organizational efficiencies while strengthening the security and resilience of its critical processes and operations.
